FWIW our old service administrator here on VS years back said that after years of measuring used TTY Volvo headbolts (referring to whiteblocks), they were generally safe to re-use once before stretching beyond spec. At this point, these cars are probably all old enough that you may want to replace anyway. I have re-used bolts that I purchased new myself, with no failures or tightening irregularities. YMMV, the book way is to mic each bolt to measure stretch.
