is $7000 too much to pay for a 2000 xc70 with 75k miles on it?

I paid about $5600 for a 2004 xc90 with 125,000.It needed some work like timing belt,waterpump,tensioner and thermostat plus other things.So if its in great shape and has had the recommended maintenance done.Its worth it.Because you are going to spend money on those items.If you dont the timing belt or water pump failure can ruin an engine.But if none of what I listed has been done I would say no thats too much.Just my opinion from a guy who works on cars mostly domestics but I have a xc90 and as I have noticed volvo parts can be expensive.Hope that helps.

Low miles but the age is going to be a problem here. (plenty of maintenance / work / time / cost in the near present for such a car) Maybe worth $3500 if incredibly nice.

Bought a very clean (but 135k on the clock) '99 XC70 for $2400 8 months ago (my daily truckster). Bought a 2004 XC70 with 60k 2 months ago for $4,500, both needed an equal amount of maintenance to make them nice/reliable daily drivers..... Timing belt / ignition / engine mounts, etc.....

$7k sounds nutty to me unless that thing needs nothing and looks showroom perfect (aka not very likely).
