Fuel/Vacuum Issue with Build

Gents,

After being away from Volvos for 7 years I made the decision to buy a 1997 850R out of Florida 2 years ago. It wasn't long after I drove the vehicle up to Ohio that I started re-living my high school years. It's been a slow process, that eventually turned into a goal of around 375-400 whp on the stock internals. Keep your thoughts to yourself on throwing a rod, I'm well aware of the possibility of this happening but I am confident in my tuner's abilities. Alright, so the car hasn't been started or driven in over a year now. It's finally time for me to get this vehicle out of my buddies driveway.

Custom FMIC with a damn AC delete

Current situation is the car will not start. We tested the fuel pressure before the Fuel Pressure Regulator and have 75 psi. When the fuel line is hooked into the regulator there is 0 psi on the fuel rail. Pretty simple to understand that the vehicle isn't getting fuel. My initial thinking is that the Fuel Pressure Regulator went bad, so I ordered a new OEM one from FCP. An air compressor was rigged into both the new and old Fuel Pressure Regulators when they were off the vehicle and we couldn't get them to open with air, odd. Then we hooked up a handheld vacuum pump and tried to apply a very small amount of vacuum and couldn't get either Regulators to open. My question is how much vacuum do one of these Fuel Pressure Regulators need to open? I'm getting a small amount of vacuum ~5mmhg when the car attempts to start. Any ideas or suggestions would be greatly appreciated.

The base fuel pressure is 3 bar, so it should take 43.5psi for the regulator to open. You can decrease the opening pressure if you apply vacuum to the pressure line that connects from the manifold. When testing are you applying air pressure at the fuel rail outlet side of the regulator?

This is where you should be applying pressure. 

There is no doubt in my mind that we have 43.5 psi of fuel making it's way to the fuel pressure regulator. When I tested with a fuel pressure tester kit there was 75 psi going into the inlet of the regulator. I have not hooked up a pump to the schrader valve at the end of the fuel rail while trying to get the car to start. I'll try this when I get home today.
