s40 weird lack of boost

hey guys. so on an open straight road i can floor the car while around 10mph. by 50mph im only at 4000 rpm and like 4.5 psi of boost according to my OBD2 scanguage. why is it boosting so low? does the actuator need to be tightened a turn? NO CHECK ENGINE LIGHTS ON by the way. what could be the problem? CAR IS 2000 s40 1.9

i have a boost gauge. just havent had time to install it. im half way done welding a nice bracket for it. I think the wastage is toast. its all rusty and old. i found wastgates online but im not which psi matches up with stock? they offer like a 3,5,9,11,12 psi actuators. and i believe the stock 2000 s40 is a 7.5psi car?  but from what i have seen the wastage should be rated at a lower psi then the actual boost allowing it to open gradually?
