Ebrake Adjusting

So I'm trying to adjust my ebrake (not from the console..) on the little spring mechanism or whatever it is called..and I get it to where the rotor will rotate nicely when ebrake isn't on with no noise..then I put the ebrake on and it holds real nice...then when I release the ebrake and rotate the rotor it is rubbing the ebrake it sounds like? Almost like the ebrake isn't releasing all the way or something?

I did mess around with them a while back (year or two ago) and remember that I did take the ebrake shoes off completely, I forget why but I did. So maybe I did something wrong when putting it back on?

Any ideas?
