It should reach 2/3 on the stocker during full WOT at high RPM; however, I wouldn't trust that gauge to be accurate. But really, get a boost gauge hooked up (use http://volvospeed.com/Mods/boost_gauge.htm for directions) and then we can be much more accurate 9-10psi at WOT is normal for a stock ECU, and 20 in hg (vacuum) is normal if your vacuum lines are in good shape.
