Yes, if you replaced the coolant reservior cap, thermostat (make sure the breather hole is facing upward) and flushed the radiator, the only possibilities left are pretty much the Cooling Fan Relay and CTS (Coolant Temp Sensor).

Both are inexpensive. The cooling fan relays fail all the time approaching or exceeding about 75K, OBD won't throw a code either if this fails unless just the low speed setting fails. They're like $79 at the dealer, important to replace anyway.

Coolant Temp Sensor, like $39.00 from the dealer, tells the fan when to come on, this should be replaced preventatively as well. Be sure to replace these two items them report back and let us know.
