I would think it is similar to changing the ratio of a differential?if you increase the overall tire diameter, then yes, it will be like putting in a taller gear ratio (and the speedometer/odometer will not be accurate either). if he was able to keep the same overall diameter by decreasing the tire sidewall to compensate for the increase in wheel size, then there will be no real change in gearing.however, larger wheels tend to weigh more, and the tires to fit them sometimes do as well (in order to adequately stiffen the sidewalls). so adding rotational mass to the outside of the wheels will require more work from the engine to turn them, but unless you get some really heavy wheels/tires, you probably won't be able to feel much (if any) of a seat-of-the-pants difference.
