Did you check the MAF,O2s and cat? Its possible they got fux0red during the flood, cat could be clogged pretty easily I would think. Also, I would check the plugs, make sure they are gapped properly so your getting good spark. If those are all good, I'd check out those fuel delivery lines. Let it run in your driveway for 10 minutes, check the ground afterwards to see if its been leaking.

OK.. the gas has to be going SOMEWHERE.

Follow logically.

Park the car in the garage (leaving garage door open). Run the car. Do you smell gas?

Yes:

A. Get on your hands and knees on the passenger side of the car. Is the smell stronger? Yes? Check everything for physical leak whether or not you're finding puddles. Gas evaporates very quickly. No? Go Next.

B. Is the smell stronger from your tailpipe? Yes? Check out the internal fuel path. No? Go Next

C. Is the smell stronger under the hood? Yes? Check out external fuel path (lines leading into engine, fuel injector) No? Hmm..

No:

The gas is being properly burned and not being turned into fwd thrust for whatever reason. Check Engine compression, transmission, crank, etc.

I really am NOT a "car guy" but this seems logical to me. I hope it's at least a small help.

I will answer all later but heres some stuff for you all to ponder on.

NO CODES AT ALL <_<

Dealer has no clue <_<

Have had the car for four years now first time this has ever been a problem

Problem only surfaced when the ETM crapped out.

Car was getting 23-25 before .

Car only has 58,000 on it.

Brakes have less then 2,000 on them changed rotors and pads at the same time , there is no dragging.

Car is running very rich I can smell it.

No leaking gas anywere , I would of seen that the first time I had it on the lift and running .

Transmission has always shifted ruff, I replaced it at 35,000 since it crapped out then , so I know thats not the issue .

Trans and Brake fluid changed in the last 10,000 miles did it at 50,000.

So minus the sweeky rear springs wich I just have to get my lazy jerk to fix ( installed TME they dont want to sit right) this car is pretty much perfect shape minus the ABS light being on but again only code that is throwing is the same one from day one when I bought it. so again that is not the issue and that would nothing to do with this anyhow.

I am shooting the dark right now this is the first time I cant figure out whats wrong , but it does make me feel good neither can the dealer :lol::lol:

Considering this $800 I have spent on the ETM replacment and now today is the most I have spent there in the last 5 years , well actually the only money I spent there other then parts when I do everything myself, isnt to bad.

But again the only problem now is really bad GPM  no I dont MPG I GPM ( Gallons Per Mile) in case you couldnt figure it out

Ideas people Ideas :D

Is the engine running rich because the fuel injectors are leaking?

Is the engine running rich because there is a major vacuum leak and the ECM believes the engine is under load?

Is the air conditioning compressor working properly?

When you remove a spsrk plug are they all carbon fouled?

What brand of spark plug are they?

Is the engine valve timing correct?

Who has been reading out these codes all of this time you with a scanner or the dealer?

Has anyone continually tried resetting the codes without doing any repairs?

Has the engine ran in enough drive cycles to read any stored codes properly?

Are the exhaust manifold gaskets leaking so badly that the O2 sensors are seeing a lean condition and the ECM is having the injectors dumping?

If I remember right 99-00 5 cyl NA engines had bad injectors. Has the entire set ever been replaced

Normally the last 2 questions if answered yes will set a cat efficiency code, did you ever have this code?

What happened at the dealership and what exactly did they tell you they tested and what were the results?

Did you return a call to them stating you still are experiencing the same problem?

I know that you stated that the car has new pads and rotors. Were the caliper slide pins and pad contact points with the caliper mounting boss lubricated correctly?

Did you try unhooking the parachute dragging behind your car?

if your getting 9mpg you must notice the engine running like a dog, massive idle problem i would think.

I would wish , but runs PERFECT no Codes no ruff idle no nothing other then it smells a little richer then normal out of the tailpipe.

even when the ETM crapped out all I got was a code and nothing else , no ruff idle no stalling no nothing just bad MPG thats it .

and right now the only way you can tell there is anything wrong is the bad mpg other then PERFECT .

this isnt a simple fix , espically since there is no codes no running funny was just at the dealer yesterday they cant find anything wrong.

The "simple fix" will begin when you quit friggin lockin for codes that ain't there and start freakin lookin at components that don't give codes.

Damn! What the hell did mechanics do before computers? :D:D :D
