Sticky Wastegate

My car is still overboosting after replacing vacuum lines. I removed the heat shield on the back of the engine, and the wastegate seems very sticky. Its hard to move manually, tending to stick in certain places. I sprayed some WD40, which helped, but quickly burned off. What is a more permanent fix to this? Will I have to disassemble the turbo?

Wastegate actuator rod free and not rubbing on anything? Does the wastegate move freely when the rod is not attatched? I had a little problem in these areas in the past. Check these areas first.

The rod is not rubbing on anything, and the wastegate does not more any more freely with the rod detached.

take the pin out and take the rod off the actuator see if it moves freely on the actuator side or if its getting hung up on the exhaust housing

Its definitely the little lever on the manifold, the vacuum actuator works fine. When I sprayed WD40 on the lever, it freed it up, but once the WD40 burned off, it got sticky again.
