As for the CV boot ..they went with a Napa boot as Volvo sells only a kit that is the inner and outter boots and is more expensive than a single boot but a very nice kit. I have done a write up on this. As for the heater core the pics shown on the attached link are for a 98 not a 99. The 99 is diffrent and does require pulling the column in order to get the core out. However most of the time it is an O-ring issue going into the core which I did a write up on for the 80 series but your car is basically the same. http://volvospeed.com/Repair/heater_core.html If you don't trust the dealer then search for a local indy.
