Does An 850 Lower Engine Cover Have A "hole", On Purpose?

I just got my car back from the body shop the other day. I drove into a large pot hole and bent my subframe to control arm mounting tabs, bent a rim and popped a new tire. Thankfully there was not a scratch to the body! Just a spilled Venti green tea inside my car. The body shop replaced my rim, tire & subframe, but they painted my replacement subframe black. I don't know why. I hate that it's not the original aluminum color. but I don't care enough to say anything since I can't see the subframe anyway! They also had to replace my lower air guide and lower engine cover since I tore and cracked mine. Now I've always wondered, WHY is there a hole to the left of the rear motor mount air duct?! Is there supposed to be another small cover for this "access hole"?! I always thought I lost that small cover years ago when I first got my car since it was never there. Just the lower engine cover and the lower air duct. I was hoping the body shop, which is also a part of my Volvo dealer would know, but they of course don't, they just replaced the damaged duct and cover. My only thought is that hole is there to maybe cool the steering rack. Which is why the steering rack has that little spoiler on it directly in line with that hole. Am I thinking right, or am I just missing a cover?!

And, since no post of mine is complete without crappy pics, here's a couple of crappy pics! :P

Hmm. Well I've always had that those same covers under my car since I bought it from the original owner almost 5 years ago. I don't know if he had it put on, but I doubt it. I can drive down to his house and pay him a friendly sunday afternoon visit. I'm sure he'll give me a lecture about something.

They most likely painted the subframe black to make it look like new, probably the replacement was used and rusty

Well, it was a used subframe. And aluminum doesn't rust. It corrodes. But it wasn't corroded at all I inspected it before they put it in my car. It was a little dirty. Nothing a pressure wash wouldn't clean up. When I picked my car up they had it on a lift, to show me the work they did that's when I noticed they painted it.

Just FYI Volvo was having an issue with those falling off back in the day, thats why after the early 850s they quit coming with them. I'm not sure if it ever turned into a full blown recall but we were told to leave them off of an 850 if they ever came in with them on.

I'd love to see this recall or TSB. My dealer is the one who insisted I needed to replace the original cover, which had become cracked. Now that I think about it, EVERY skid / splash plate is liable to fly off. Especially on my moms 1st Gen '04 S40. That splash guard is thin floppy plastic POS. This 850 cover is very hard composite like plastic. Similar to composite valve cover, intake manifolds, and it's attached to the subframe in about 8 spots with bolts, not plastic pop pins. It's not going to come off easy, at all. Yet the front air guide is only held on by two bolts and 3 weak clips, and you see those things all over ebay and Volvo parts websites. I've got to get under my car and take better pics of this under engine cover thing and it's mounting points.
