Pretty sure nothing will happen to him because the girls were wrong to interfere. The strange thing is he was having such a difficult time cuffing the one girl. He was trying to avoid hurting her. If it was a man he would have been taken down hard and fast with a knee to the back of the neck. He was barely applying pressure to the arm lock which he should have. But having no back up and a growing group of rowdy teen on lookers can be a very frightening situation and he handle himself well, although back up should have been radioed in immediately. You don't want your back turned to anyone there. His goal was probably to cuff her while remaining upright, not kneeling down. Stupid. Officer did nothing wrong. To play devil's advocate, I'm pretty sure they have a policy against using a closed fist. However, given the circumstances, they also have rules that allow them to break protocol.
