CHARGER69O1
So what other areas can I check besides assuming the IPD tune does not allow for Emissions OBD-II connection? The fuse looked to be good... any other ideas? Did Lucky give you any incite on their tune as to whether it allows connection for obd2?
Oreo931
I have this problem almost every time I bring my cars in for inspection. They have had problems connecting to my T5R, 97 850 n/a, 97 850 GLT, and 96 850 turbo. They don't fail me if it doesn't connect because it's apparently a common problem not being able to connect to 850s
7 VII 7
Did Lucky give you any incite on their tune as to whether it allows connection for obd2? I have e-mail and PM Lucky... no messages back yet, but he is on the West Coast for time issues. I have this problem almost every time I bring my cars in for inspection. They don't fail me if it doesn't connect because it's apparently a common problem not being able to connect to 850s So what is the reason? Are they not inputting it correctly to the OBD-II plug, should the be pushing/holding it in better? Also are you talking about Emissions Inspection or Safety Inspection? Ipd
The only tunes Ipd might offer that would not be OBDII compliant would be for manual 850 turbos that are based on the Euro maps. There never was a manual 850 turbo stateside so if you've done a manual swap and needed a matching tune for M4.3 it would not be OBDII compliant. The fact you can read data at all tells me the comms work, which means OBDII is at least resident. As suggested Id swap in a known good stock ECU and see what happens. Also are you talking about Emissions Inspection or Safety Inspection? Emissions inspection. They haven't given me a reason why they can't connect, but it's certainly not something as dumb as the connector isn't pushed in enough. It has something to do with the software they are using. Either way, they know there is an issue and they let 850's pass so long as it passes the exhaust sniffer test and has no CEL or anything.
CHARGER69O1
Does the local Volvo dealer have an emissions inspection? I agree that it prob has something to do with their scan tool software at the place you are going. The price of the inspection should be regulated by the state just like the regular safety inspection.....I would think that if you go to a dealer they could do it for the same price as an independent because its regulated. 7 VII 7
I just called the VA DEQ about the issue. They stated that it is weird that it failed when it passed in 2009. They said the station in 2009 has a different "analyzer" than the two places I went and FAILED on. They also said that if I go to the place from 2009 and I fail again then something is wrong with the car... they also said if I do fail then I can call for a VA DEQ commissioner to come out and actually WATCH the emissions station check again and maybe get a waiver. I am going to go back to the 2009 location and spend ANOTHER $28 to see if I pass

Q-Ship
So it sounds like you have some options, but I'll throw my 2p in: '96 & some '97 have different test issues even though both are OBDII. w. '96 the sensors always reset at start so they don't register with smog equipment as ready to test. w. some '97, from what I understand, there is a drive cycle that must occur 2x before the system can be read - meaning the smog machine considers the readings it's getting reliable. Here in CA, it is crazy how tight everything is, but my IPD tune passes every time. I print out "Schedule J" of our smog laws because it notes that these volvos have testing procedure exemptions. A decent thread about the topic with a link to schedule "j" inside; http://tiny.cc/erht4
7 VII 7
I am at the new place now. It passed here 2 years ago and the guy at the desk did confirm they use a different analyzer than the other two places. Crossing my fingers! 7 VII 7
you be happier if it failed? Yes, so I this f-ing thread would be worth something and not another crappy thread by me tell me about it Funny thing is though I did go back to the other two places to show them that I passed and they did refund me the $28 at each place. They asked what I did between Saturday and today and I said nothing... they were pretty pissed but they gave me my money back.
