I never really understood the whole hunting thing at all. I guess I can see why if you did, hunting something like that is the ultimate prize. But isn't that a leopard? Because they're listed as threaten species. I know a road that's littered with deer at night. They should come do something helpful instead.

Elephants are overpopulated in this area and there is therefore a regulated hunting going on to reduce starvation and destruction of the habitat.

Cutting of the tale is done as a sign of respect to the fallen animal, and the tail hair is used to make bracelets by the locals.

They're not super common, but not rare in this area either. Ones I have seen I will bust with a beanbag or rock salt and not see them again. We have had a couple horses come back with scratches on them though.
