Cruz is following Obama's game plan of managing the arcane rules for each State to his best advantage. It's how the game is played. Trump is beginning to realize that he is in over his head. Trying to make the case that just because he will have the most pledged delegates he should be the nominee. Only that's never the way it has worked. We've seen contested conventions back in the 60's and 70's.
