Take an over head photo of the damage, put a dotted line there and make it national park. No building, for industry, homes nothing, stay out, this is the third time, give up. Stop thinking that you can figure out how to make a level 5 wall to keep the water out. It's all destroyed, nothing there to rebuild, so rebuild some where that there is a chance of it lasting through the next wall of water.Sad about what happen, upset at the tought that they want to rebuild in the same place, how stupid can people be, never mind, I know. I think that Bush is just playing the cards he was dealt and Kerry would be doing the same thing.And I can't believe we are still arguing about this whole Democrat/Republican party gig AFTER the election. To think that Kerry and Bush are in any way different...is another exercise of utter ignorance.But all of this matters not in the WORLD'S objection to Bush and his policies. Just because Kerry would have done better, the same, or worse is completely and utterly irrelevant in any and all opposition towards Bush. Your logic applied to this topic is shallow, Orwellian, and very, very dangerous. I totally agree it's not a good idea to rebuild there unless they find a reasonable way to insure that such flooding would not happen again.The U.S. Army Corps of Engineers before the war in Iraq were in the middle of researching a better way to protect N.O. from a devastating hurricane. But guess what? They scrapped those plans since the resources had to go to use towards rebuilding Iraq.←The ACOE that administers the navigable waterways of America never went to Iraq/A'Stan. Different organization from the Combat Engineers who deploy to theatre. If congress-critters diverted funds, the ACOE still had responsibility for oversight of the river. The Construction Engineer BNs use DA/DoD funds, while ACOE is DoI (Dept of the Interior) funding If I recall Correctly.
