Anyone know anything about this pic?

Rents are curious about it since it was in some old chest they bought at a yard sale, among other things in a pretty saweet compartment she found while cleaning it.

Sides Eisenhower, who are the others?

Ike has what appears to be the 5 star cluster which means this is at a minimum post December 1944. If the blurriness of the picture makes my guess incorrect and that's actually a single star then this is 1941. It looks like a canal or possibly the Rhine in Europe given the church steeple in the background - quite possibly either the Netherlands (after Operation Market Garden) or France after D-Day. Which is what causes me to lean toward post 1944.

Usually these military photos - if they're authentic and not copies - have text written on the back of the photo concerning location, photographer or other similar details. So what's written on the back of it?

You'll probably never find out who the two enlisted men are but the other officer among the front the 4 is wearing a major's oak leaf on his hat and shoulders.

My guess is whomever own the chest was either a military history buff (Eisenhower being the focus) or related to one of the other men.

how difficult is it to remove oxidation from 98 black 70 series paint?

It is a two-stage paint with a cleat-coat. If you're seeing something that looks like oxidation on your car, you're probably seeing the first stages of the clear coat separating from the paint. There is no fix.
