Welcome to the world of "mobile parenting" Gabe. 11 years old is right around the age kids in our school district / neighborhood get their own phone. Often it's a restriction that they can only use it to call / text certain people like Mom and Dad and usually to let them know when practices are going long and other such "come pick me up" issues.
