dose any one know what is this !!

I found 2 outlets in my car one in the front bumper and one inside , the pictures shows them dose any one know what for ??

this picture show the inside one.

by the way I did test both connections with igniton swithch ON , using volt meter - nothing out !!

the outlet on the front bumper is a 220volt input and the outlet inside is connected with the front bumper outlet, it is used in sweden for a 220volt heater in the winter the outlet inside is swedish 220volt outlet.
