But I will answer it again because I don't feel like searching for my answer.An OBD-II ecu can only be programmed via the OBD-II port when the car has the FULL OBD-II implementation. Pre-99 cars do not. Notice I didn't say pre-99 VOLVOS, I said pre-99 CARS. The reason is that ALL automakers were required to adopt the FULL OBD-II standard by 1999. One of the requirements of the full OBD-II standard was that the ECU can be reprogrammed via the OBD-II port. The intent was that the manufacturer/dealer could update the ECU with new ECU tunes for different markets or for emmissions changes quickly and easily.Because ALL ECU manufacturers and automakers had to comply, the OBD-II standard was readily and publically available. Well, naturally aftermarket tuning companies had access to this same information which gave them the foundation they needed to be able to reprogram ECUs from the OBD-II port just like the manufacturer/dealer, only with performance-oriented tunes.Automakers were required to switch from OBD-I to OBD-II ECUs starting in 1996, but the requirement was only for a small subset of the full OBD-II implentation. For example, reading certain standard values like O2 values, fuel trim, and ignition advance via the OBD-II port were required starting in 96. But the FULL implementation, which included features such as programming via the OBD-II port, were not required until 99.So some automakers adopted some or all of the OBD-II standard earlier than 99, but they were not required to. Others chose to wait until 99 for various reasons. What you ended up with was 96-99 cars that had SOME of the OBD-II features, but not all. And it varied with the manufacturer of the car/ECU. This is how you can hook up code readers, dataloggers, etc to an "OBD-II" port on an 850 as early as 95 and get information (even though they were not rerquired to until 96). But things like PPC isn't possible because the pre-99 ECU is not fully OBD-II compliant.On pre-99 ECUs, you have to either reflesh the ECU via a special flash reprogramming station, or remove the stock flash chip and install a rom (or prom or eeprom, etc) chip in it's place.
